The Circuit Clerk is an officer within the Judicial System and is the registrar, recorder and custodian of all pleadings and documents in the Circuit and Family Courts. The Clerk is also responsible for the administration and management of the Jury System within their county.

About the Circuit Clerk

The Clerk of the Circuit Court is a full-time elective office as authorized by Article 8, Section 9 of the West Virginia Constitution. Circuit Clerks are elected for a period of six years and their duties, responsibilities and compensation are set by statute. 

The Clerk prepares monthly financial reports, distributes fees collected to various state and local agencies and submits all statistical reports to the West Virginia Supreme Court of Appeals. Because the Clerk works with all the entities and agencies that comprise the justice system, communication and cooperation are essential. The Circuit Clerk’s Office provides procedural assistance and information to pro se litigants.

The Circuit Clerk’s office provides information and services about how to obtain, replace, or change a passport. A passport is an internationally recognized travel document which verifies the identity and nationality of the bearer. A valid U.S. passport is required to enter and leave most foreign countries.

To obtain a passport application for the first time, you will need to present two photographs of yourself, proof of U.S. citizenship, your original birth certificate, and a valid form of photo identification such as a driver’s license to the circuit clerk’s office.

Passport service fees are established by law and regulation and are collected at the time you apply for the passport service. Please call the office for a schedule of fees and to make an appointment. You will need to make your own personal check or money order made payable to U.S. Department of State which will be attached to your passport application and $35.00 execution fee made payable to the Circuit Clerk’s Office.
